Responsible for performing inspections, investigating violations, abatement of violations, and enforcement of environmental and city ordinances, laws, directives or mandates to include maintaining records and reports. Also to include enforcing, educating and applying Storm Water Management Plan, (SWMP) & Best Management Practices, (BMP), as applicable in the city. Work is performed with limited supervision and the use of independent judgment and discretion.
Duties include, but not limited to, the following:
Issues warnings and citations to environmental health violators of the city of San Benito ordinances, including but not limited to, weedy lots, dilapidated structures, junked vehicles, illegal dumping, debris on premises and violators of the Storm Water Ordinance 2492 W
orks in conjunction with our City of San Benito Municipal Court and Judge, and attends
court hearings to provide information on violations and supporting documentation;
Answers, responds, assist and investigate citizen or staff complaints and calls for assistance regarding health, safety and welfare concerns. To include building, health, nuisances, abatements, city code and/or ordinance violations, conducts the abatement process, Storm Water complaints and violations;
Patrols in a city vehicle for emergency and non-emergency situations to search for Storm Water violations, and/or assist with code violations;
Assists and works with other city, county and state departments to ensure compliance with local, state and federal laws.
At times will respond to calls or situations involving Storm Water/Code violations after normal business hours and, at times, participates in law enforcement functions requiring Storm Water/Code assistance.
Educates the public on ordinances, policies, and procedures; At times will prepare and give presentations on, Storm Water and/or other related programs to schools, neighborhoods, groups, associations or other interested parties.
Keeps
, prepares and maintains a variety of records, reports, logs, work orders, and/or other related documentation
on all Storm Water activities.
Understands and adheres to all Federal, State, County and local ordinances and laws.
Assists in reviewing and updating rules, regulations and ordinances in an effort to remain compliant with the State of Texas rules and regulations.
Performs any other duty assigned to have a safe working environment, continued service and efficiency.

Skilled in performing, property inspections as it relates to Code Enforcement &Storm Water

Skilled in reading and interpreting maps;
Skilled in public relations and providing effective and efficient customer service;
Skilled in operating a computer and related software applications;

Ability to issue citations in accordance with applicable policies and procedures;

DESIRED MINIMUM QUALIFICATIONS
Requires a current, valid TX Driver's License.
High School Diploma or G.E.D.
One year of experience in dealing with health, construction or environmental issues.
State of Texas Code Enforcement License or receive within one year of employment.
Storm water/MS4 project knowledge preferred
WORKING CONDITIONS AND PHYSICAL CAPABILITIES
Physical strength and ability sufficient to perform medium to heavy manual labor for certain periods under dirty and uncomfortable conditions and in all kinds of weather. Heavy labor is defined, for example, as frequently exerting force sufficient to lift approximately 85 pounds and move or maneuver 100 pounds.
Ability to maintain continuous physical effort throughout the shift, including frequent bending,
climbing, balancing, reaching, sitting, standing, walking, stooping, kneeling, crouching, talking, seeing, hearing, smelling,
and lifting.
Potential exposure to fumes or airborne particles, infectious diseases, chemicals, and criminal suspects.
Work is typically performed occasionally in a standard office and frequently in an outdoor environment with potential exposure to adverse weather conditions.
Specific vision abilities required by this job include close vision and distance vision.
While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions, outside weather conditions, extreme cold, and extreme heat.
The employee is occasionally exposed to moving mechanical parts and tight, confined, precarious places. The noise level in the work environment is usually moderate.
OTHER CAPABILITIES
Ability to understand and follow oral and written instructions. Must be able to communicate and write clearly and legibly in entries, as-built documentation, and required reporting forms.
Ability to communicate fluently in English and Spanish.
Flexibility to work regular, shift hours, weekends, evening hours, and to respond to emergency calls for service. Work hours will change from time to time to accommodate for customer service and the needs and requirements for the City of San Benito
Must be able to effectively use a combination of experience, training and ability to quickly assess situations and arrive at decisions to ensure efficient and effective customer service and to resolve a situation as quickly as procedure allows.
Must be able to use required tools and equipment effectively and efficiently to perform required tasks in a crew environment or independently.
