GENERAL RESPONSIBILITIES: Responsible for performing inspections, investigating violations and enforcement of health, environmental and building codes, ordinances, laws, directives or mandates to include maintaining records and reports. Work is performed with limited supervision and the use of independent judgment and discretion.

Duties include, but not limited to, the following: •Answers, responds, assist and investigate citizen or staff complaints and calls for assistance regarding health, safety and welfare concerns. To include building, health, nuisances, abatements, city code and/or ordinance violations; •Patrols in a city vehicle for emergency and non-emergency situations to search for building, health, nuisances, abatements and/or code violations; •Assists and works with other city, county and state departments to ensure compliance with local, state and federal laws. At times will respond to calls or situations involving code violations after normal business hours and, at times, assists law enforcement requiring code enforcement assistance; •Issues warnings and citations to violators of the city of San Benito ordinances and works in conjunction with our City of San Benito Municipal Court and Judge, and attends court hearings to provide information on violations and supporting documentation; •Educates the public on ordinances, policies, and procedures; At times will prepare and give presentations on health, building, code and/or other related programs to schools, neighborhoods, groups, associations or other interested parties. •Keeps, prepares and maintains a variety of records, reports, logs, work orders, and/or other related documentation on all code enforcement activities. •Understands and adheres to all Federal, State, County and local ordinances and laws. •Assists in reviewing and updating rules, regulations and ordinances in an effort to remain compliant with the State of Texas rules and regulations. •Performs any other duty assigned to have a safe working environment, continued service and efficiency.

KNOWLEDGE, SKILLS, AND ABILITIES: •Some knowledge of applicable city laws, rules, regulations, and procedures; •Some knowledge of Health, Construction or Nuisance laws •Skilled in performing building, property and/or health inspections •Skilled in applying good judgment and resourcefulness in interpreting and applying guidelines; •Skilled in issuing citations in accordance with applicable policies and procedures; •Skilled in dealing with and/or mediating hostile individuals and/or situations •Skilled in reading, interpreting, and applying rules, regulations, policies, and procedures; •Skilled in reading and interpreting maps ; •Skilled in public relations and providing effective and efficient customer service; •Skilled in operating a computer and related software applications; •Skilled in communicating effectively with a variety of individuals; •Able to manage difficult or emotional customer situations, keep emotions under control and listen to others without interrupting; responds well to questions; •Able to maintain confidentiality and respond promptly to requests for service and assistance; •Able to speak and write clearly, informatively and persuasively, including routine reports and correspondence; •Able to add, subtract, multiply and divide in all units of measurement, using whole numbers, common fractions, and decimals. •Able to prioritize, organize, plan and schedule work activities for oneself; Uses time efficiently and effectively; •Able to observe safety and security procedures, Uses and cares for city equipment and materials properly; •Able to exhibit good judgment and support and explain reasoning for decisions; to apply common sense and understanding to carry out instructions furnished in written, oral, or diagram form; •Able to treat others with respect and consideration regardless of their status or position; Accepts responsibility for own actions; •Able to deal with, adapt, change approach and manage to frequent changes, delays, unexpected events or demands in the work environment and deal with long hours of work when necessary to accomplish a task; •Able to follow instructions as per management direction.

DESIRED MINIMUM QUALIFICATIONS •Requires a current, valid TX Driver's License. •High School Diploma or G.E.D. •Five (5) years of increasingly responsible construction and/or building inspection experience including experience working with residential and commercial buildings. •State of Texas Code Enforcement License within one year of employment is required. •Possession of, or ability to obtain, a valid State of Texas Plumbing Inspector License within one year of employment. •Possession of, or ability to obtain three (3) additional ICC certifications and/or State of Texas licenses in three (3) different trades within two and a half years (2 ½) of employment. Trade Areas include: Building ICC certified as a Residential or Commercial Building Inspector   Trade Areas Continued: Electrical ICC certified as a Residential or Commercial Electrical Inspector or State of Texas Journeyman Electrician License or State of Texas Master Electrician License or State of Texas Master Sign Electrician License

Mechanical ICC certified as a Residential or Commercial Mechanical Inspector or State of Texas Air Conditioning Contractor’s License

Plumbing State of Texas Journeyman Plumbing License or State of Texas Master Plumbing License

Sign State of Texas Sign Inspectors License

WORKING CONDITIONS AND PHYSICAL CAPABILITIES •Physical strength and ability sufficient to perform medium to heavy manual labor for certain periods under dirty and uncomfortable conditions and in all kinds of weather. Heavy labor is defined, for example, as frequently exerting force sufficient to lift approximately 85 pounds and move or maneuver 100 pounds. •Ability to maintain continuous physical effort throughout the shift, including frequent bending, climbing, balancing, reaching, sitting, standing, walking, stooping, kneeling, crouching, talking, seeing, hearing, smelling, and lifting. •Potential exposure to fumes or airborne particles, infectious diseases, chemicals, and criminal suspects. •Work is typically performed occasionally in a standard office and frequently in an outdoor environment with potential exposure to adverse weather conditions. •Specific vision abilities required by this job include close vision and distance vision. •While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions, outside weather conditions, extreme cold, and extreme heat. •The employee is occasionally exposed to moving mechanical parts and tight, confined, precarious places. The noise level in the work environment is usually moderate.

OTHER CAPABILITIES •Ability to understand and follow oral and written instructions. Must be able to communicate and write clearly and legibly in entries, as-built documentation, and required reporting forms. •Ability to communicate fluently in English and Spanish. •Must be able to effectively use a combination of experience, training and ability to quickly assess situations and arrive at decisions to ensure efficient and effective customer service and to resolve a situation as quickly as procedure allows. •Must be able to use required tools and equipment effectively and efficiently to perform required tasks in a crew environment or independently.
