Job Description: Job Title: Animal Control Officer Department: Police Department Status: Non-Exempt Reports To: Code Enforcement Director
GENERAL RESPONSIBILITIES: Under general supervision of the Code Enforcement Director
responsible for performing activities related to enforcing animal control rules and regulations; caring for and maintaining sheltered animals and shelter, rabies isolation, quarantine and monitoring animals’ disposition; assisting residences with resolving nuisance violations and locating lost pets; performing euthanasia; includes patrolling neighborhoods to assist with stray, loose, wild, sick, injured, abandoned and/or dead animals; and performing related work to safe guard the health, safety and welfare as required by the **MEMBERS ONLY**SIGN UP NOW***..
Work is performed with limited supervision. Duties include, but not limited to, the following:
Interprets and enforces rules and regulations pertaining to animal control for the general public;
Answers, responds, assist and investigate citizen complaints and calls for assistance regarding animal abuse, bite reports, lost pets, pet adoption and to mediate animal disputes with neighbors; includes working with wildlife rehabilitators for the successful rehabilitation of injured or orphaned wildlife.
Patrols in a city vehicle for emergency and non-emergency animal situations to search and pick-up stray, loose, wild, sick, injured, abandoned and dead animals on, along, or near city streets and in other public areas.
Apprehends and impounds pet and stray animals in violation of animal control
ordinances as required; Responds to emergency situations involving animals on an on-call basis after normal business hours and participates in law enforcement functions requiring animal control assistance.
Issues citations and warnings to violators of the Animal Control ordinance and works in conjunction with our **MEMBERS ONLY**SIGN UP NOW***. Municipal Court and Judge, and attends court hearings to provide information on violations and supporting documentation;
Euthanizes and disposes of animals as necessary, following established State guidelines and procedures, and maintaining applicable euthanasia records and monitoring compliance with applicable certifications;
Will maintain, clean and operate the animal shelter in an orderly condition, which includes providing food and water for animals, sanitizes kennels utilizing chemicals, identify diseases or health conditions and/or perform other related tasks to maintain a safe and healthy shelter.
Assures that equipment, inventory and supplies are properly stored and cared for in accordance with departmental procedures, and recommends the ordering of supplies and inventory when appropriate, and provides the proper documentation for the ordering of supplies.
Responsible for the care and maintenance of vehicles as per department procedures;
Arranges for examination of high risk animal carcasses with health officials as needed and maintains a working relationship with local veterinarians.
Educates the public on animal control ordinances, policies, and procedures;
Keeps, prepares and maintains a variety of records, reports, logs, work orders, and/or other related documentation on all animal control activities.
Understands and adheres to all Federal, State, County and local ordinances and laws.
Performs any other duty assigned to have a safe working environment, continued service and efficiency.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of applicable laws, rules, regulations, and procedures;
Knowledge of animal care and handling principles and practices;
Knowledge of a variety of animal traps, catch poles, capture techniques;
Knowledge of basic animal anatomy, behavior, breeds, common diseases;
Knowledge of sedatives utilized on animals and chemical immobilization techniques;
Knowledge of proper cleaning and sanitizing methods and procedures;
Knowledge of City geography;
Knowledge in state training requirements for animal control;
Skilled in preparing and maintaining records;
Skilled in applying good judgment and resourcefulness in interpreting and applying guidelines;
Skilled in issuing citations in accordance with applicable policies and procedures;
Skilled in reading, interpreting, and applying rules, regulations, policies, and procedures;
Skilled in caring for and/or handling difficult animals;
Skilled in identifying breeds, behaviors and common animal diseases;
Skilled in administering sedatives utilized on animals and chemical immobilization techniques;
Skilled in cleaning and sanitizing animal care facilities;
Skilled in public relations and providing effective and efficient customer service;
Skilled in operating a computer and related software applications;
Skilled in communicating effectively with a variety of individuals;
Able to identify and resolve problems and/or conflict and develop solutions;
Able to manage difficult or emotional customer situations, keep emotions under control and listen to others without interrupting; responds well to questions;
Able to maintain confidentiality and respond promptly to requests for service and assistance;
Able to speak and write clearly, informatively and persuasively, including routine reports and correspondence;
Able to edit work for spelling and grammar, present numerical data effectively and to read and interpret written information;
Able to add, subtract, multiply and divide in all units of measurement, using whole numbers, common fractions, and decimals.

DESIRED MINIMUM QUALIFICATIONS
Requires a current, valid TX Driver's License.
High School Diploma or G.E.D.
One year of experience as an animal care assistant or in working with animals.
State of Texas Basic Animal Control Certification within one year of employment preferred.
WORKING CONDITIONS AND PHYSICAL CAPABILITIES
Physical strength and ability sufficient to perform medium to heavy manual labor for certain periods under dirty and uncomfortable conditions and in all kinds of weather. Occasionally exerting force sufficient to lift, move or maneuver approximately 100 pounds.
Ability to maintain continuous physical effort throughout the shift, including frequent bending, climbing, balancing, reaching, sitting, standing, walking, stooping, kneeling, crouching, talking, seeing, hearing, smelling, and fingering, and lifting.
Potential exposure to fumes or airborne particles, infectious diseases, chemicals, and criminal suspects.
Work is typically performed occasionally in a standard office and frequently in an outdoor environment with potential exposure to adverse weather conditions.
Specific vision abilities required by this job include close vision and distance vision.
While performing the duties of this job, the employee is regularly exposed to wet and/or humid conditions, outside weather conditions, extreme cold, and extreme heat.
The employee is occasionally exposed to moving mechanical parts and tight, confined, precarious places. The noise level in the work environment is usually moderate.
OTHER CAPABILITIES
Ability to understand and follow oral and written instructions. Must be able to communicate and write clearly and legibly in entries, as-built documentation, and required reporting forms.
Ability to communicate fluently in English and Spanish.
Flexibility to respond to emergency 24-hour shift requirements, whether it is on stand-by or on-call duty.
Must be able to effectively use a combination of experience, training and ability to quickly assess situations and arrive at decisions (appropriate with employees training and experience) to ensure efficient and effective continuation of work and customer service that avoids service interruptions or creates hazardous conditions.
Must be able to use required tools and equipment effectively and efficiently to perform required tasks in a crew environment or independently. Must be able to use various capture techniques.
