Job Description Summary
The Plant Manager is a key management position reporting directly to the General Manager and is responsible for the overall management and supervision of the Burbank Water Reclamation Plant (BWRP) and Beachwood Pump Station. The Plant Manager is responsible for delivering safe operations and maintenance (O&M) services on the project, in accordance with company standards, and assuring compliance with environmental regulations, in accordance with the NPDES permit. The Plant Manager is the signatory on the monthly state eSMR.
Primary Duties / Responsibilities
Plans and directs the overall operation and routine maintenance and housekeeping activities at the BWRP and Beachwood Pump Station; assures the efficient use of staff, utilities, chemicals and materials in order to meet all standards and regulations mandated by federal, state and local agencies.
Develops, maintains, and reviews annually all standard operating procedures and parameters for all plant processes; regularly inspecting plant facilities; reviewing operating procedures to ensure adherence to O&M and safety procedures.
Develops the Training Needs Assessment (TNA) for all O&M staff on an annual basis, conducts or causes to have conducted weekly safety tailgate meetings in accordance with the United Water 52 week training topics, and schedules annual site-specific safety training classes.
Assists with the development and administration of the project’s budget, monitors expenditures to assure compliance with budget appropriations for O&M at the BWRP and Beachwood Pump Station.
Works closely with the General Manager in planning and recommending to the city annual capital improvement projects at the BWRP, Beachwood Pump Station, and other related facilities.
Manages the O&M functions on process equipment that includes: wastewater pumps, preliminary treatment, equalization, odor control, primary clarification, aeration blowers, secondary clarification, chemical feed pumps, filtration, and disinfection.
Recommends staffing levels to ensure the effective, economical and safe operation of the BWRP, Beachwood Pump Station, and other related facilities; directs and participates in the selection, training and annual performance reviews of O&M staff.
Sets work schedules and job assignments; reviews and approves vacation requests and time sheets for the O&M staff.
Maintains the ability to be contacted 24 hours a day by O&M staff to respond to and execute corrective actions for plant process upsets and/or emergencies as necessary.
Assists the project EHS Manager in the investigation of Unsafe Conditions and Near Misses.
Ensures compliance with the BWRP Storm Water Pollution Prevention Plan, directs quarterly training of the plan, and ensures storm drains are kept free of debris.
Ensures compliance with the BWRP Spill Prevention, Control and Countermeasure (SPCC) Plan, performs and documents monthly inspections of containers listed in the plan, conducts annual training of the program’s requirements.
Performs other related management duties as may be assigned by the General Manager.
Qualifications Education / Experience / Background
Bachelor’s Degree or equivalent in Engineering, Water/Wastewater Science, or related field; appropriate number of years experience may be substituted for education.
Minimum of ten (10) years of progressively responsible experience in the management and/or lead supervision of a wastewater treatment facility of a similar size and complexity.
Knowledge / Skills / Abilities
Knowledge of California water/wastewater regulatory and compliance requirements.
Familiarity and compliance with all environmental and safety regulations.
Proficient knowledge of Microsoft Office including Excel, Word, Outlook and Power Point.
Proficient knowledge and skills in SCADA.
Excellent interpersonal, communication and management skills.
Organizational skills and the ability to prioritize work.
Ability to work on several projects simultaneously.
Must be able to set strategy and establish budgets.
Superior negotiation skills.
Required Certification / Licenses / Training
Grade V California SWRCB Wastewater Treatment Plant Operator certification is required.
Valid California Driver’s License is required.
