Position Purpose
What’s the role -
The Pipeline Technician is part of the Operations group which reports Integrity & Projects Supervisor - West Region. In this role, the Pipeline Technician supports facility operations, pipeline integrity and measurement within the LA Basin. The successful candidate will be committed to the Safe, Clean, Reliable and Efficient operation of Shell assets. The successful candidate will perform general pipeline and pump station maintenance activities. This includes interfacing with and directing the work of contractors. Personnel also support other customer needs to assure all field equipment is safe and reliable for operation. The role requires the ability to communicate well at all levels in the organization to assure customers’ needs are met on time and within the agreed upon budget.
Duties will include but not limited to:
Responsible for the on-going maintenance and housekeeping of pipeline systems and pump stations; which includes but not limited to monitoring oil levels and operations of pumps, checking packing and leaks on station equipment, inspecting and reporting issue of integrity of tanks, mixers, valves, and gauges, utilize the station monitor system to run an operation assessment to ensure station is running with standards, and perform all required site inspections within specified timelines.
Right-of-way maintenance and inspection to ensure accessibility, operability, and security; conducting regulator inspection on mainline block valves, maintaining pipeline markers, and reporting right-of-way access issues for maintenance.
Responsible for completing regulatory documents and manuals and ensure they are on site.
Lead/direct contract workers in support activities such as general maintenance, construction, vacuum trucks, pigging activities
Conduct standby activities for third party damage excavation when working around Shell pipelines to ensure 3rd party compliance with Shell standards and pipeline regulations.
Required to work with Asset Integrity group in assisting with running smart tools, purging pipeline systems and performing pipeline repairs.
Opening of pipeline systems for installation and removal of internal pipeline cleaning and inspection tools.
Actively support and participate in the LEAN processes, audits, inspections, and other Pipeline Initiatives
Complete and stay in compliance with all Operator Qualification and HSSE training
This position is considered an individual contributor position; however, there will be situations where it is necessary to lead contractors, inspectors and field personnel in the execution of maintenance work. Additionally, much of the work is self-driven; teamwork is a must within this group.
Skills & Requirements
What we need from you –
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Prefer 3 years’ experience working as a Terminal, Depot, or Pipeline Operator
Experience working in Construction or Mechanical related trade
Experience demonstrating safe work practices and compliance in a hazardous work environment
Tangible Skills and Experiences
Have a strong working knowledge of hand tools, power tools, and construction activity such that they have the ability to monitor and oversee 3rd party activities.
Required experience in conducting Job Hazard Analysis
Preferred experience in obtaining and issuing Work Permits
Preferred experience in applying Lockout/Tag Out
Preferred experience overseeing and influencing 3rd party contract workers
Must have proficiency in working on a computer, using standard operating programs, and entering information into systems
Must be proficient in planning, coordinating, and executing preventative and reactive maintenance programs
Must be proficient in performing preventative maintenance, troubleshooting, and making minor repairs to valves and pumps or other facility assets.
Soft Skills
Must demonstrate written and verbal communication skills required to work well and influence others.
Must have demonstrate experience working in an environment which requires multi-tasking and the continuous re-prioritization of work tasks due to the demand of keeping the systems operational.
Physical Demand
Daily activities may include heavy lifting, bending, kneeling, squatting, crawling, standing, walking on uneven ground, climbing, twisting, pulling and pushing.
Degree or Certifications
Require high school diploma or equivalent; prefer AA degree in Process Technology or Industrial/Mechanical field
Must have a valid driver’s License
Must be able to obtain a TWIC card
Must be able to obtain Hazardous Materials Certification
Must be able to obtain a HAZWOPER/OPA First Responder Certificate
Must be able to meet the requirements to obtain a Forklift Operator Certification
Other
Report to work whenever requested, and work extended hours if required, including holidays.
Be available/on-call for emergency response and reactive maintenance activities.
Be available for night shift as necessary
Work outdoors in adverse weather conditions in summer and winter, as well as working and driving in highly congested traffic areas on city streets.
Must be able to respond to emergencies within 60 minutes
The role requires regular travel across the system to meet with personnel and support reliable operations.
The role also requires being on-call some weekends and or holidays as a part of a rotating schedule with other pipeline technicians.
This position covers a large area and wide range of equipment. This position requires up front planning to execute tasks safely in areas that may be high traffic areas.
An individual is expected to meet the level of proficient of a Pipeline Technician within a reasonable period of time on the job dependent on the experience they bring to the role.
Once proficient, they will be expected to develop secondary skills in order to provide relief to Gaugers or Right-of-Way Technician and support in their own continuous development.
